What is a City Charter?  

A city charter or town charter (generically, municipal charter) is a legal document (charter) establishing a municipality such as a city or town.  A municipal charter is the basic document that defines the organization, powers, functions and essential procedures of the city government. It is comparable to the Constitution of the United States or a state’s constitution. The charter is, therefore, the most important legal document of any city.  City of Boerne’s current Home Rule Charter (PDF).


Why change it?  

Every so often the City’s charter document needs updating to remain consistent with current conditions, with state law, or when legal action requires amendments.  The last time the charter was updated was in 2012 when Boerne adopted a single-member voting process for the election of council representatives.  Proposed charter amendments for the November 3, 2020 ballot are mostly updates to be consistent with current state statutes.
